Improvement of Construction Project Quality Management System: Establishment of Facilities and Disposition of Personnel

The Construction Technology Promotion Act allows integrated quality testing and inspection of adjacent similar works sites when approved by the orderer, and allows for adjustment of laboratory size and quality management personnel according to the degree of external agency. Like quality managers, safety managers who are essential engineers for construction sites are allowed to ease deployment only during certain periods of construction and completion, but quality managers are required to deploy more than a certain amount of manpower over the entire construction period. In addition, it is necessary to reconsider the fact that only two criteria are used for construction cost and floor space among the characteristics of various construction works that can affect quality management operations.
This study diagnosed the problems of the current construction quality test and management system and analyzed the quality management related systems and regulations implemented by overseas public ordering agencies such as the United States and Singapore. Based on the survey of construction companies and analysis of overseas cases, the quality management facilities and construction technicians proposed in this study are as follows: (1) for construction projects under an obligation to elementary quality control, integrated quality control shall be allowed for similar construction works located in adjacent areas and the criteria shall be clarified; (2) it is necessary to consider temporarily easing the deployment of quality control construction techniques for construction sites with relatively few equipment and materials for construction sites except for construction projects subject to elementary quality control; (3) differentiation of construction subject to quality control grade, size of quality control test facilities, minimum number of placement technicians, etc. need to be changed to consider construction characteristics such as construction type, process complexity, input materials and equipment; and (4) finally, it is necessary to strengthen the role and responsibility of the orderer in quality management of construction works while reviewing the direction of increasing the autonomy of the constructor for the establishment and implementation of quality control plans in the long term.
