Developing Capability Assessment Model for Public Facility Asset Management

Recently, the aging of public facility in Korea has accelerated, and the existing concept for facility management is changing to asset management. Therefore, the operation of public facility requires both management for safety and maintenance and new asset management capabilities, such as valuation of assets, life-cycle management plans, and financing. In this context, this study develops a capability assessment model for public facility asset management based on international standards, such as ISO 55000 series and IIMM. This model includes 10 core competency and 113 assessment elements. As the importance of public facility asset management is increasing continuously, this capability assessment model is expected to be used to identify the strengths and weaknesses of public facility operating institutions and establish a direction for capacity improvement.
