Measures to revitalize the Private capital inducement project for Mixed-use Development of aging public buildings

● The report was reviewed to promote private sector participation in the development of old public buildings that may cause safety accidents due to inconvenience or neglect to citizens, such as a surge in old public buildings, lack of convenience facilities, and lack of parking lots. ● As of 2019, there are a total of 216,823 public buildings nationwide, of which 23.2% of all public buildings have passed more than 30 years, and the proportion of old public buildings is expected to increase rapidly. - The number of public facilities managed by local governments increases every year, but the scale of losses due to facility operation is also increasing. - In the case of old public buildings, inconvenience or increased risk of safety accidents due to lack of work/convenience facilities, lack of parking space, etc. - Old public buildings across the country are generally developed at a low density compared to the allowable floor area ratio, so it is expected that complex and high-density development through remodeling will be possible in the future. ● Mixed-use Development has advantages such as high efficiency of land, prevention of urban hollowing out, and expansion of convenience for local residents, and is being promoted by public initiatives. - There are no cases of promoting the complex development of old public buildings using the Promotion of Private Capital into Social Overhead Capital Investment Act, and most of them are the State Property Act and the Public Property and Commodity Management Act. ● In order to improve the utilization of land or old public buildings owned by the central government and local governments, it is necessary to revitalize "Mixed-use Development through Public-Private Partnership" using private capital. - Public-private partnerships raised project costs for Mixed-use Development of old public buildings, jointly raised by the private and government(or local governments), and jointly operated by the private sector alone or by the private and government(or local governments) for a certain period of time. ● Currently, Private capital inducement project in Korea have been promoted for new projects, and there have been no cases for existing facilities. In order to promote private projects for old public facilities, it is necessary to supplement the system related to private projects. - Since Korea's private investment system is appropriate for green field infrastructure construction projects, it is necessary to consider formalizing the method of promoting Private capital inducement project for brown field public facilities such as RTO, RTL, FO, and TOT rather than applying it to old infrastructure projects. - In order to revitalize Private capital inducement project proposals, it is necessary to disclose the current status of old public buildings and utilization plans of the central government and local governments. - It is necessary to prepare standards for the management and operation period following the mixed-use development of old public buildings and the establishment of the scope of management and operation rights in the case of mixed-use development added to existing facilities. ● In order to revitalize private projects for mixed-use development of old public buildings, it is necessary to ease land use regulations and building use regulations to limit the use of facilities when developing complex old public buildings.
