The Public-Private Partnership System and Case Study of Road Projects in the United States

In the United States, the P3(Public-Private Partnership) system was mainly implemented at the local government level, and it was relatively recent that the federal government introduced it. In the U.S. federal government, Public-Private Partnership project or method, was introduced in the early 1990s, and its use has been increasing since the financial crisis.
The U.S. federal government’s P3 was promoted around the same time as Korea, but has been increasing differently from Korea since the financial crisis. However, Korea’s P3 business has been on the decline since the financial crisis in late 1997 and the global financial crisis in 2008.
If the U.S. P3 system is based on lacal governments, it can be said that there is a great need for research on P3 because the history of implementation is not short and various systems have been developed. While Korea’s P3 projects have limited access to the details of each project(business promotion process, financial procurement, etc.), each case in the U.S. is consicered to be highly useful because it presents specific and detailed contents. In particular, the P3 road project has been promoted since the beginning of the introduction of the U.S. federal government P3 method and has recently been on the rise.
This paper investigates and analyzes the P3 systems and implementation cases applied to the U.S. road project, and compares them with Korea’s systems and current situation to derive various policy implications, including institutional improvement measures.
