Directions and Factors of Duration Estimation in the Public Projects

● Determining the proper duration for the construction is one of the key elements for the successful completion of the public projects. Nevertheless, a lack of duration has been point out as one of the causes for the recent increase in accidents on the construction site and low construction quality.
● The survey conducted in this study shows that most construction companies recognize the importance of the appropriate construction duration in the project execution. In addition, construction companies that experienced duration shortage pointed to the non-systematic estimation of the public organization.
● In determining the durations of the public projects, the general characteristics of the project (scale, structure, function), the internal factors (difficulty of the procurement process and weather conditions and the external environmental factors (social commitment, civil complaint, changes in construction policies) should be closely examined.
● Before the phase of contract, the entity that can examine the appropriateness of the estimated duration should be selected, and the responsibility and authority should be given accordingly. In addition, it is necessary for the construction company to check the estimated duration for the project and to provide institutional support so that the company can consult with the contractor if the duration is not enough.
