● Although the aging of the construction industry is becoming serious, the young people are reluctant to enter the construction site. As a result, the workforce of the field is getting scarce, but the system for fostering them is still insufficient.
● Currently, the government's vocational capability development projects are divided into worker support projects and job seeker support projects.
● Financial support for construction-related projects is somewhat different, but it is operated entirely by the employment insurance fund of the Ministry of Employment and Labor. However, utilization ratio of construction industry to employment insurance contribution is very low at 27.6%.
● Government financial support for the training of construction manpower in Korea is inadequate. Although we know the importance of cultivating youth workforce, the government does not formulate specific plans and budget.
● Therefore, in order to nurture youth workforce in future, it is necessary to prepare support plan by increasing utilization of employment insurance fund of Ministry of Employment and Labor.: Specifically, ① Expansion of education and training support for current construction worker, ② Strengthening support for customized apprenticeship training in construction site, ③ Strengthening entrance education through meister high school, and ④ Supporting the construction worker rating system based on proficiency evaluation, ⑤ Expansion and enhancement of public employment support services.
