Problems and Policy Suggestions on the Expansion of Projects to be Selected for Construction Safety Managers

The Ministry of Employment and Labor is considering expanding the projects to be selected as safety managers to over 5 billion won in order to reduce the disasters of medium and small sized construction sites under 12 billion won. - Domestic construction workplaces are divided into business sites (over 12 billion won) for which the safety managers are to be selected and workplaces for technology guidance (300 to 120 billion won). The Ministry of Employment and Labor intends to expand the sites for the safety managers to over 5 billion won. ● This study analyzes the supply situation of the construction industry safety manager and analysis of demand to analyze the possible availability of the safety manager when expanding the target business. - Supply Status: The number of construction company safety managers (general construction industry + professional construction industry) registered in the Korea Construction & Engineering Association in 2017 is 12,757, and construction enterprise safety managers increased by 4.02% on average during 2010 ~ - Business to be added for each section: The number of businesses to be added to the safety manager is expected to increase to 10,326, to 4,088 when expanded to more than 8 billion won, and to 1,863 to expand to more than 10 billion won. - When the safety manager can be provided for each section: In 2034 (11,252 ~ 11,869 additional workers will be required) and 2025 (4,455 ~ 4,699 additional workers will be added) , And 2021 (2,030-2,141 more people needed) when it is expanded to over 10 billion won. ● The expansion of the project to be selected as a construction supervisor should be considered as more than KRW 8 billion, not more than KRW 5 billion, considering the supply / demand problem of the safety manager. - It is analyzed that it is possible to receive the necessary safety managements in 2023 when the business to be selected as the safety manager is expanded to more than 8 billion won in 2034 and more than 5 billion won. - This difference is due to the fact that the number of establishments (7,170 sites) between 5 billion and 8 billion won is about 1.5 times more than the number of sites (4,699 sites) between 8 billion and 120 billion won (15 billion won in civil engineering). ● It is necessary to apply the step-by-step expansion of the project to be selected as the safety management manager of construction industry and to implement a strategic approach to gradually overcome the problems that arise during the process. - Step 1: Apply 10 billion ~ 120 billion won to public works projects → Phase 2: 10 billion to 120 billion won in private projects → Phase 3: 8 billion to 100 billion won in public works → Phase 4: 8 billion to 12 billion won in private businesses ● Construction industry safety managers Need industry and government support for qualitative improvement and stabilization of supply and demand. - In the government and construction industry, the safety manager should provide the necessary education and conditions to fulfill the purpose of the safety manager, to improve their quality, to strengthen the vocational education support for the safety manager, We should strive to improve the image so that job seekers are perceived as an attractive job.
