● From December 31, 2018, the regulation for industrial accident rate level assessment has been modified. The scope of application has been expanded from top 1,000 to all general construction companies and the assessment method has been replaced from modified injury rate to fatal injury rate. ● However, the current regulation has following limitations as only general construction companies are targeted. First of all, general contractors cannot evaluate safety and health management capability of subcontractors usually performed by specialty construction companies. Second, in small construction projects, clients have limitations in evaluating safety and health management capability of contractors usually performed by specialty construction companies. ● In order to decrease accidents at construction sites, it is necessary to select both general and subconstractors who have excellent safety management performance as well as provide sufficient environment to work safely. ● This study suggests the regulation for industrial accident rate level assessment should include specialty construction companies to allow that owners and general contractors can evaluate safety management capabilities of all construction companies.
