A Review of Construction (Design and Management) Regulations in the United Kingdom

● The recently revised Korean Occupational Safety and Health ACT has added client’s duties in the construction safety and health management. However, it is controversial whether clients have been assigned reasonable roles comparing to their authority in the construction project.
● The EU analyzed more than half of construction accidents were caused by inadequate decisions in the pre-construction stages, and, in 1992, established ‘Directive 92/57/EEC’ reflecting the unique characteristics of construction projects.
● In the CDM regulation, main project participants such as client, principle designer, principle contractor shares appropriate roles in construction safety management, and this regulation pursues cooperative safety management system.
● To reduce domestic construction accidents, it should be considered 1) to expand roles of clients, 2) select safety and health management experts at the pre-construction stage, and 3) establish cooperative safety management system by sharing the appropriate roles and responsibilities of main construction project participants.
