The available land in the city center is scarce. However, the demand of urban space is continuously increasing such as increased housing requirements. The need for creative space utilization through three-dimensional development is expanding. The current system stipulates the three-dimensional development of roads sporadically in individual laws. and Comprehensive development is difficult and private rights protection is weak, making private participation difficult. Three-dimensional development is expanding globally in response to various demands such as the limit of available land in the city center and improvement of old facilities. In particular, technological and spatial innovation is being achieved through active participation of the private sector. For the three-dimensional use of roads, an integrated law must be enacted as soon as possible. A system that can increase the efficiency of development and protect the rights of project operators will expand private participation.
