Analysis of Daily Life Infrastructure’s Conditions and the Key Projects

● Despite the increased interest in social overhead capital(SOC) related to people’s everyday lives after the MOEF (Ministry of Economy and Finance) announced the “Investing in SOC related to People’s Everyday Lives Plan” in 2018, the existing studies were limited as it did not accurately reflect the local resident’s demands. This study seeks to diagnose the present condition of the regional infrastructure and the resident’s demand for the infrastructure, redefine “Daily Life Infrastructure” based on the results, and propose services that meet the local demand.
● This range of Daily Life Infrastructure defined by this study categorizes 28 facilities and project types into six major groups: 1) transportation, 2) environment, 3) residence and lifestyle, 4) cultural activity, sports, tourism, 5) education and social welfare, and 6) safety. The definition was based on meeting the four essential conditions of Daily Life Infrastructure (Improvement of quality of life, improvement of citizen safety, improvement of regional vitality, expansion of social welfare)
● The study of the actual conditions of domestic Daily Life Infrastructure’s facilities showed inadequate procurement of essential facilities and in need of expansion to the level of developed countries. Then, when approached and analyzed in terms of deterioration, a significant number of facilities were found to be in operation for more than 30 years.
● A total of 655 key projects were analyzed to be positively necessary to raise the quality and quantity of the infrastructure, requiring a total budget of 69 trillion 60 billion and 80 million won. As 47 of these critical projects were not yet budgeted, the actual construction is expected to require more funding.
