Reasonable Improvement Plans of Construction Work Information System(CWS) & Subcontractor Construction Work Information System(SCWS)

A contractor who is contracted for construction work with the contract amount of at least 100 million won shall notify the owner of the details in the construction work ledger through the Construction Work information System(CWS) within 30 days from the date the contract for the work is entered into. A subcontractor who has been awarded a contract for the work exceeding 40 million won by the contractor shall also notify the owner of the details about the subcontract conditions through the Subcontractor Construction Work System(SCWS) within 30 days.
In recent, the government has pursued a range expansion of the contract, which shall notify the owner of details through CWS or SCWS, in order to improve the information management in construction industry. On the other hand, the construction companies has continuously raised issues of excessive work burden, redundant input information, and insufficient effectiveness along with the administrative opportunism
In this circumstance, this research diagnoses limitations of the contractor’s construction work ledger notifying construction information to owner, and proposes improvement measures considering the limitations. Subsequently, the limitations based on the analysis of current operating conditions of CWS and SCWS and survey on construction companies are as follows:
● Low participant rate of construction companies due to the insufficient necessity for using the construction information
● Excessive work burden of construction companies for input the informations
● Representative administrative punishment causes in construction industry
● Inefficiency caused by a duplicative input of similar or identical information in CWS and other information management systems in construction industry
● Wasting unnecessary social or regulatory costs
● Low usability of the CWS and SCWS
By considering theses limitations, this research proposes improvement measures, as follows:
● Range reduction of the contractor’s construction work ledger notifying construction information to owner
● Adjustment of information input timing of notifying the construction work ledger to owner
● Simplification of the input information by synchronization between CWS or SCWS and other information management systems in construction industry
● Improvement of operating conditions of the contractor’s construction work ledger
● Improving an availability of the input construction information through the CWS and SCWS
● Increasing the rationality of the construction work ledger’s purpose
